Basically, in this thread, we just talk. You see, we are representatives of a country, and we started this council to discuss the UN's new threat, the newly formed United States of Antarctica!

HISTORY: By the year 2102, the small colonies in Antarctica asked for their independence. Mankind who cherished freedom decided to give it to them without second thoughts. Some stood down with a small fight. After independence was given, the scientist made environment-friendly technology and even farmed endangered species(which aren't endangered anymore due to being bred for their meat). The US of Antarctica secretly made military technology which was designed to have versatility over environments. The other countries thought Antarctica was no threat. They thought Antarctica won't make military threats due to their climate and ecological environment. They were wrong.
By September 11th, 2139, Antarctica released it's military might upon the southern hemisphere. They managed to gain a good foothold in South American and South Africa, Australia could've been one of the attacks, but, luckily for them, a large UN security force were stationed there for training. They are currently fighting against the Antarctican forces and putting their base of operations in Melbourne. The UN forces were given no order to advance and counter-attack, because of endangering Antarctica's ecology herself and they have no technology to fight in there.

Will there be new developments as the game progresses? You know, where we're in the middle of a discussion and then somebody rushes in and yells "OMFG the Antarcticans just bombed Pearl Harbor!!" or something? Bcuz this could get boring really fast if there aren't.

Also (assuming that all of the following countries still exist) we'll probably need an India, an Israel, a Japan, and a USA to make this interesting, at the least. A Pakistan and a China would also be nice but not totally necessary (we've already got a Russia, ty to T.L.I.) and a UK and a France wouldn't hurt either (if we get USA, UK, France, China, and Russia we'll have the 5 permanent Security Council ppl.) You might want to encourage the next few people who join to be one of those.

Well, I'm not Fragger, but I'm guessing not. At least not during the meeting... I doubt that anyone would send a representative to the UN knowing in advance that they'll get drunk and embarrass themselves.

Daelin von Kassel had just arrived at the newly-placed UN Security Council, in France. He stepped out his red and black car and with him were his bodyguards. Daelin is wearing a black jacket with cerulean inner lining and dark blue cuffs, underneath of which he wears a dark blue waistcoat. From his neck, he wears a medallion in the shape of a silver eye, whose meaning is known only by him. On his waist, he wears a black belt with an one eye-shaped belt-buckle. His breeches are gray in color, and as opposed to stockings, Daelin wears leather riding boots. He has a walking stick, but, it is actually a large longsword concealed within its sheath.
He slowly walked to the entrance, looking around the building with his green eyes. As the door automatically opened, Daelin went in without his bodyguards. He used an elevator to get up, the inside was like a double-cylinder, the buttons were at a pedestal. He didn't press a button, instead, he placed his hand on a scanner which was hidden below the buttons.

"DAELIN VON KASSEL" a voice said "ACCEPTED"

The elevator then went down to 2miles below the earth. After a minute, the doors opened and Daelin stepped out, only to find that all the members of the security council all seated.

"You are late, mr.Kassel." said one of the members
"I am terribly sorry." Daelin replied "I vas taking care ov some problems back on ze homeland."

Daelin took his place and the meeting began.

OOC:I think that parentheses--()--are much more efficient OOC symbols than the abbreviation itself. If it is all right with everyone I will use parentheses in all further posts. Also, Fragger, what's up with Palestine and Israel in the year 2142?

Digory James Ashord walked up to the stand. He looked around the room to see if all the members were present. All the seats were occupied except for the seat for Germany. The door suddenly opened and in came Daelin von Kassel, the representative for Germany.
Mr. Ashford raised up the microphone to his mouth and waited for Daelin von Kassel to take his seat. He said over the microphone "Now that everyone is here let us begin. As we all know we are here to discuss the major threat of The United States of Antarctica. Recently they have sent another attack on Australia and according to intelligence they will send another wave of attackers soon. Are there any suggestions as to what we should do?"

Omar Idris Nechervan scanned the room nervously. So tense, he thought. I've never seen such a nervous bunch. This could turn into chaos in the blink of an eye.

He rose from his seat at Ashford's question. Though he was fairly certain that he was the shortest delegate in the room, he appeared very tall and imposing.

"The New Republic of Kurdistan humbly bids Salaam to its gracious fellow members of the United Nations," he began, "and wishes to suggest that we grant a more organized form to this committee. In our haste to confront this most pressing issue, we have forgotten our integrity, but that is a sin easily mended."

Murmurs of bewilderment rose from the group. Nechervan continued to speak. "There are a number of principles, or rules by which we United Nations have always operated successfully... few of them are in place here. This committee is new and unorganized and requires direction to succeed in its goal. The Republic of Kurdistan wishes three things.

"Firstly, we must work primarily by moderated caucus. We must prepare a speakers' list and abide by it without complaint. Kurdistan proposes that we proceed by allowing the top four nations on the list to speak briefly, and follow the speakers with a brief period of time to accept new motions. Speakers will be removed from the list after speaking and may motion to be added again.

"Secondly, we must elect a Chairman to moderate said caucus, make judgments about new motions, and maintain order in the committee; without a Chairman we have little hope of reaching an accord. Kurdistan proposes that Russia be made Chairman, provided that the other member-states have no quarrel with this resolution.

"Lastly, we must elect a manager for the Speaker's List; any nation wishing to be added to the List will raise its placard (meaning PM) so that the list manager may see it, and add said nation to the end of the list. The list manager will also be responsible for revealing the status of the list at the end of each four-speaker interval. Kurdistan will accept the position of List Manager, provided that the nations present have no quarrel with this resolution."

Nechervan sat down again and waited silently for any sign of approval.

The NPCs who aren't being played are just going to mumble and shout.)

Daelin stood up from his seat in a firm postion, whilst holding his so-called "cane".
"I agree vid mister Nechervan." Daelin spoke "Vhat has ze UN become? Already, ve are at ze beginning of ze var and yet ve are starting to show signs of disorder within ze UN."

Then Daelin looked to Omar with an assuring stare and then sat down without a word.

(Kurdish accents basically sound sort of in-between Indian and Pakistani... either way they're sort of hard to write out phonetically, so just imagine me with a Kurdish accent.)

Nechervan addressed the nations again. "Speak now, bold fellow member-states, or you give presumed assent."

There was a general mumble of approval; no one spoke against the motion.

"Very well," concluded Nechervan. "Kurdistan will manage the Speakers' List until further notice... our current motion is to determine a Chairman. Whoever wishes to speak, please notify me. When the first speaker is determined Kurdistan will grant it the right to begin."

(I might add an NPC country to the list but will probably do this no more than once every 4 speakers.)

"La Republique Française," called the French delegate, from across the room.

"The Glorious People's Republic of China also requests candidacy," said the Chinese delegate. Nechervan took note of this.

(Btw, how are things between China and Taiwan in 2142, Fragger? Does Taiwan have its own UN delegate yet? Is it even called Taiwan anymore, or is it back to being called the Republic of China? And you still haven't answered me about Palestine-Israel)

"Kurdistan has already recommended the Russian Federation for candidacy," Nechervan called out, addressing Viktor Weytani-Borgia. "How does Russia answer to this proxy nomination?"

(And yes, Palestine is technically Israeli territory, but a whole bunch of people are pissed about that and trying to get it changed. Including the Palestinians themselves. How's that going in 2142?)

How's that going in 2142?)(Yes, through the power of the PLA(A previous revolution was made in Taiwan) Taiwan is now under China. Few try to regain freedom, but, after the revolution, A regional law has been made that says "There shall be no non-governmental posters, messages, etc. in Taiwan. Anything that is permitted by the government is allowed.".

OK, I'm going to make this up as I go.
Israel gave Palestine some freedom, but, that freedom is under a protectorate.)

(Okay, now that an election has been made. We know of the plot. Lets RP about that.)

Daelin wrote his vote on the small computer in front of him, obviously writing Germany. His eyes screamed victory. After he was done, he then submitted it via LAN.

Daelin looked around, and tried to decode people's thoughts through their expressions. He found someone which voted him. It was Israel. He then looked to India. India voted someone else. People then changed their expression. Daelin couldn't make it out. He was confused. He then stopped what he was doing and waited for the answers.

Nechervan clicked the computer screen in front of him and checked the results. He began an interface with the holographic projector hanging from the room's ceiling, and played the chart of statistics onto the table.

"The People's Republic of China is the clear winner," he said. A few nation-states looked disappointed; most looked indifferent. "Because China has won the vote by a majority greater than two-thirds (almost 2/3, anyway; we can assume that it got an extra 6% through other nations' votes since that makes things simpler) we will not require a second motion to confirm China's position. Member-states of the United Nations, it is my duty to proclaim the People's Republic as our current Chairman."

The Chinese delegate stood up and bowed slightly. "Thank you, Kurdistan; your counsel is wise and just."

Hmph, thought Nechervan, seating himself. That means he wants something from me... does he just want my vote in his resolutions, or is it something more material?

"The Glorious People's Republic of China calls this meeting to order," continued the Chinese delegate. "Are there any motions on the floor, before we begin?"

Might as well go ahead and make it clear right now, thought Nechervan. I'm no one's puppet, not even China's. He raised his hand.

"China recognizes the New Republic of Kurdistan," said the Chinese delegate.

"Motion to begin a moderated caucus, as previously suggested. Four speakers and then a break for further motions. Topic will be to address the general issue at hand."

"Granted," said the Chinese delegate. "Nations wishing to speak will contact Kurdistan through the LAN."

A few nations began furiously typing. After a few minutes had passed, the typing ceased.

"The first speaker is Kurdistan," said Nechervan, eying his screen.

A few muffled groans came from the crowd. "Order, delegates," barked the Chinese chairman.

Nechervan stood up and began to speak. "Kurdistan wishes to notify this committee of the uniqueness of our predicament," he said. "Nothing even remotely like this has happened before. Never, not in all of recorded history, has a colony ever continued to attack even after being granted independence. Because of this, it is unlikely that our solution will work unless it is also very unique. Please bear this in mind during discussion. Do not give your vote to any idea merely because of the influence that its maker has over the UN--"

He looked casually but pointedly at China as he said this.

"--but because of the uniqueness of the idea. Thank you."

He sat again, and looked through a number of messages that had popped up on his computer during his speech. "The next speaker is..."

(Don't mean to sound too pushy, but as long as Fragger's giving me some authority I might as well make this a more realistically UN-esque meeting.)

Legqog interrupted von Kassel's speech with a touch of professional arrogance. "China is well aware that you are used to being in a position of command, honorable von Kassel. But I am afraid that, according to the rules proposed by Kurdistan, you must wait until two more speakers have gone before you propose a motion to change the topic of discussion. But if you have a more specific point to make concerning Australia, please elaborate. Is there a strategy you feel would be best? A new development from your intelligence behind enemy lines? A more efficient training program to combat Antarctica's soldiers?"

Nechervan looked up at the Tibetan representative for China with mixed admiration and contempt. He's good, thought Nechervan. Arrogant bastard, but good. He's trying to get unity in the room through intimidation. He'll humiliate Germany and gain the respect of the whole committee by doing it--unless the German Admiral can come up with a good answer, of course. What's he going to say?

No one could say exactly how long it lasted, but everyone in the room would have sworn to all their respective gods that the Chinese delegate's jaw dropped for at least half a second. Nechervan smirked inwardly at the ease with which Daelin von Kassel turned the tables on Legqog. Hm. This German general has some talent as well.

"Very well," said Legqog, quickly regaining his composure. "Germany, this is most interesting news and we will bear it in mind. Now, Kurdistan, please call the next speaker to the floor."

"Honorable Chairman," spoke Nechervan rapidly, "Kurdistan insists that a motion be passed to discuss this specific issue that Germany has raised."

"By your own rules, Kurdistan, all motions are to be held until the next two speakers have made their points," responded Legqog. It was almost a hiss... Legqog knew that he was about to lose a major battle for dominance over the committee.

"All UN policy allows for initial rules to be broken in extenuating circumstances, China. If this is not an extenuating circumstance, I don't know what is."

Legqog's gaze met with Nechervan's and held for almost half a minute. Finally Legqog blinked, and spoke softly. "Very well," relented Legqog.

"The committee will now deliberate on the new motion: whether or not to cease our present caucus, and instead discuss the possibility of using a naval blockade to hinder the Antarcticans in the Indian Ocean near Australia," called out the Chairman. "This will, of course, require a two-thirds majority vote to pass, as per UN regulations."

That's ridiculous! Nechervan thought, barely stopping himself from shouting the words out loud.

"So," said Legqog, narrowing his eyes. "All in favor, please send your votes to the representative from Kurdistan. Begin now."

Nechervan quickly typed in his decision to proceed with the motion.

Legqog coldly refused to give any sign of approval for the motion and made this very clear. Hopefully it would be enough to influence the rest of the committee to continue seeing him as an authoritative figure.

Ashford carefully thought about his decision. He decided that it would be best to discuss the possibility of a naval blockade against the Antarcticans. He quickly typed in his decision and sat back.

Daelin chose his vote directly. It was his opinion and he knew what he voted for. He clicked the button on his computer and sat straight. He used his expression reading but this time, the ambassadors were deep in thought on whether to send their men or not.

(ok, here is my first post, do I still be a representative of the US?Also, correct me if I made some mistakes here.)

Davian stepped from his Limo into the Council meeting stand, while walking across the hall, he was guarded by dozens of bodyguards, there he stepped into the stand and spoke to the people in the room.

The seats were occupied and he was the last to enter the room.He was a little afraid that he was a little late.

"Antartica is a very potential threat, what shall we do?"he said."Ve vere zust ziscuzzing about zat."Daelin von Kassel said.Davian just listened to the conversation.

(ok, here is my first post, do I still be a representative of the US?Also, correct me if I made some mistakes here.)

Davian stepped from his Limo into the Council meeting stand, while walking across the hall, he was guarded by dozens of bodyguards, there he stepped into the stand and spoke to the people in the room.

The seats were occupied and he was the last to enter the room.He was a little afraid that he was a little late.

Antartica is a very potential threat, what shall we do?"he said."Ve vere zust ziscuzzing about zat."Daelin von Kassel said.Davian just listened to the conversation.

Davian Johnson took his vote on the situation, he chose the naval blockade as his answer. He then slowly sent it via LAN.

"Well," Johnson said to himself while exhaling "I hope what I did was just right..."
He then sat back, without a word and waited for the answers eagerly.

(This is confusing as fuck for me to follow, so I'm joining as a random, comic-relief type character who has nothing to do with the debate, just story advancement. That way I can leave whenever I please.

James Harlon check his watch as the next delegate stood up to speak. It was always how these situations worked. A problem would be found with the world, and the solution was to have old politicians and bureaucrats from both extremes, from all over the world come and complain about it. He hated politics, he always had, it was so ineffectual. Not to mention most politicians were corrupted and being paid off by one of the seven major companies which now monopolised most of the world.

He checked his watch again. Straightened his tie and sighed. He noted that he had probably been a bit loud as a small number of heads turned in his direction, but he didn't care. He was bored. When James had left highschool he had gone through army cadet training. He had then specialised in civilian protection and body guarding. He could have worked anywhere, yet but some extraordinary stroke of bad luck he had wound up being transferred to the United Nations. Still the pay was very good, and unlike other job locations he was in no danger. And with his wife Claire expecting their first child within the next month he had no intention of dying.

His microphone crackled in his ear.
"Hey James." He heard his friend Steve Jensen say. "Check out the old guy from Poland, he's eating his own earwax."
There was no way James could even see Poland's table from his vantage point at the main doors, yet he could do with some form of amusement. However as he took one step forward his ear piece crackled again.
"Harlon you keep your position." Security Chief Valum barked. "And Jensen, keep the frequency clear. I don't care how bored you are."
"Yes sir." James responded.
"Sorry sir." Steve's voice crackled.
James let out a slow breath. It was going to be a long day.

(For continuity's sake, please don't make your characters apologize. Assume that they're talking at the same time as everyone else. Also, Fragger has established that voting is conducted via the LAN, not by verbal proclamation.)

Nechervan tallied the votes and nodded. "By overwhelming majority--far past 2/3, Chairman--the committee has voted to discuss the issue of a blockade," he said. "Germany is first on the speaker's list, as he did not finish the full extent of his plan before."

"The Chair recognizes the Federal Republic of Germany," agreed Legqog, smug as ever but much more polite now. He's realized that aggression won't work, thought Nechervan. Now he's switching tactics. Sucking up to everyone. Sly bastard...

"Anyone wishing to follow Germany on the speaker's list, please notify me through the LAN," Nechervan reminded everyone. "It is imperative that we keep the speaker's list full, and it will be helpful if all nations give their thoughts on the matter at hand."

That way their significant numbers would be shortened so that Germany's fleet will be able to wipe out the rest of their forces with ease." Because they are cut off they will not recover very well and your surprise attack should run very smoothly. As for their aerial counter measures it won't be much of a problem because they won't have enough time to react after detecting my forces"

"China will be more than happy to provide radar-jamming equipment for planes and sonar-jamming equipment for submarines," Legqog replied. "It would be unwise to invest entirely in sea force or entirely by air."
